Following instructions from Chief Secretary Manoj Kumar Singh, Noida Authority CEO Dr. Lokesh M is taking charge of the implementation. He is set to meet with the CEOs of Greater Noida and Yamuna Expressway Authorities to coordinate efforts.

On July 12, the Noida Authority’s board approved the proposal to study and revise the bylaws during its 214th meeting. A committee consisting of officers from various departments, including Administrative, Planning, Project, and Law, has been formed to oversee this revision.

Need for New Bylaws

Dr. Lokesh M emphasized the necessity for updated building bylaws to reflect the changing trends in housing and industry. With new policies emerging for sectors such as data centers, IT-ITES, and electric vehicles (EVs), the existing bylaws are outdated and need revision.

New Standards and Definitions

The revised bylaws will introduce new standards concerning aspects like ventilation, setbacks, ground coverage, and green areas. The current Noida Building Bylaws provide 66 definitions, while the BIC’s guidelines include 190 definitions.

Amendments to Existing Bylaws

The Noida Authority has been operating under the 2010 bylaws, which were based on the Floor Area Ratio (FAR). The new bylaws will replace the old framework with updated regulations based on the latest standards from the Bureau of Indian Standards.

Service Plans for Builders

To address complaints from flat buyers regarding incomplete facilities, the new bylaws will require builders to submit a service plan separately when applying for map approvals. This aims to ensure that necessary amenities such as parking, clubhouses, and fire safety measures are in place.

Changes in Building Heights

The proposed amendments may also lower the height of multi-storey residential buildings in Noida. Builders will not be permitted to occupy flats until all required facilities are developed, and there will be specific requirements regarding setbacks on plots.
