The Ministry of Road Transport and Highways has launched a pilot project to test the quality and health of national highways across the country using mobile inspection vans (MIV). The pilot project will begin in four states, after which it will be implemented nationwide. Key details are as follows:

 

  • Pilot States:
    • Gujarat
    • Rajasthan
    • Odisha
    • Karnataka

 

  • Funding and Implementation:
    • On May 21, the ministry allocated ₹5.69 crore for the operation of mobile inspection vans in these states.
    • The MIVs will help identify quality-related issues with precision.

 

Quality Control and Penalties

The Ministry of Road Transport and Highways has already established strict penalties for companies using substandard materials in national highway projects. Here are the measures in place:

  • Penalties for Non-Compliance:
    • A fine of ₹2 lakh for consultants if quality standards are compromised.
    • A fine of 5% of the project cost for the construction company and ₹5 lakh for consultants in case of serious defects.

 

  • Quality Control Measures:
    • The quality and approval system for national highway projects will be enhanced.
    • MIVs will inspect approximately 2000 km of national highway projects quarterly in the pilot states.
    • The aim is to bring national highways up to global quality standards.

    • MIVs are designed to precisely identify quality issues in highway projects.
  • Enhanced Monitoring:
    • The current system for quality control and approval of national highway projects will be strengthened with the introduction of MIVs.
