In a significant regulatory step, the Bihar Transport Department has made it mandatory for vehicle owners and drivers to link their mobile numbers with both their Driving Licenses (DL) and Registration Certificates (RC) to obtain a Pollution Under Control (PUC) certificate. This move aims to enhance accountability and streamline communication with vehicle owners.
Without an updated mobile number, pollution certificates will not be issued, regardless of name corrections or other documentation.
Over 5,000 Vehicles Affected as Users Fail to Update Mobile Numbers in Official Records
According to officials, over 5,000 vehicle owners in Bihar have not yet updated their mobile numbers, resulting in delays or denials of pollution certificates. Even name mismatches that were previously allowed have now been deemed ineligible for pollution clearance unless mobile number linkage is completed.
Driving Licenses May Be Cancelled for Persistent Non-Compliance
Authorities have warned that driving licenses may be revoked if vehicle owners continue to operate vehicles without valid pollution certification due to unlinked mobile numbers. Violators may also be subject to fines of up to ₹10,000, as per provisions of the Motor Vehicles Act.
The Transport Department has already conducted multiple camps, including on Gandhi Maidan during Bihar Day celebrations, to facilitate mobile number updates. Despite such efforts, thousands of drivers have not complied, prompting a renewed enforcement push.
Online and Offline Options Available for Mobile Number Update
To ease the process, the Transport Department has launched an online facility via the Parivahan portal. Additionally, vehicle owners can visit their respective District Transport Offices (DTOs) to submit mobile number update requests for both their DL and RC.
Officials emphasized that this is not just a procedural update but a legal requirement, and failure to comply could invite penalties or suspension of vehicle-related services.
Transport Department Issues Clear Guidelines for Vehicle Owners
According to DTO Dinesh Kumar, “Those who have not updated their mobile number will not receive PUC certificates. We have revised the rules so that the mobile number must match with both DL and RC before any certificate or renewal is processed.”
In light of rising pollution concerns and the need for better regulatory enforcement, the government is urging all vehicle owners to promptly verify and update their mobile numbers to avoid inconvenience or legal trouble.
