The ongoing dispute between the Delhi government and the Lieutenant Governor (LG) has escalated once again, this time over the proposal to increase the circle rate of agricultural land in the capital. The Delhi government recently sent the file regarding the rate increase to the LG for approval. However, the LG sent it back after raising some questions on the proposal.

During a press conference held at the Delhi Secretariat, Chief Minister Arvind Kejriwal revealed that the LG had asked questions about the proposal and that the government would soon reply and resend the file. It is important to note that land-related matters fall under the jurisdiction of the LG, and the notification of new rates can only be issued after his approval.

The circle rate for agricultural land in Delhi has not been increased for 15 years, and there has been a longstanding demand to raise the rates. The last time the rates were increased was in 2008. Under the proposed new rates, the circle rate would be increased to Rs 5 crore per acre, compared to the current rate of Rs 53 lakh per acre.

The proposed rates suggest fixing the circle rate at Rs 5 crore per acre in New Delhi district and Southern district, Rs 3 crore per acre in North, West, North-West, and South-West districts, Rs 2.5 crore per acre in Central and South-East Delhi, and Rs 2.25 crore per acre in Shahdara, North-Eastern, and Eastern districts.

The implementation of the proposed new rates would benefit farmers in two ways. Firstly, when they sell their land in the market, they would receive a higher price. Secondly, if the government acquires their land for any development work, they would receive appropriate compensation based on the circle rate.

Amidst the controversy over returning the proposal to increase the circle rate of agricultural land, Raj Niwas has clarified that the proposal is based on a report from 2017. This has led to contradictions in the situations of different villages, prompting the need for clarification before the proposal can move forward.
