New Delhi: The Delhi Development Authority (DDA) has commenced preparations for the demolition of the multi-storied ‘Signature View Apartment’ located in the north-western region of Delhi, Mukherjee Nagar. According to official documents, the DDA has decided to hire a consultant firm for this purpose and has invited online bids. Officials announced on Saturday that an e-tender notice and a Request for Proposal (RFP) have been issued for the demolition.
Signature View Apartment’s Troubled Past
Constructed between 2007-2009, the Signature View Apartment complex comprises a total of 336 flats, including both HIG (High Income Group) and MIG (Middle Income Group) categories. However, construction-related issues began surfacing shortly after, compelling residents to lodge complaints with the DDA. A study conducted by IIT-Delhi on DDA’s orders between 2021-2022 found the building to be structurally unsafe.
The Deadline for Evacuation
DDA has set a target to completely evacuate ‘Signature View Apartment’ by November 30. In September this year, the DDA finalized a deal with the residents, giving them until October 15 to sign the documents. Residents were given 45 days to vacate the Signature View Apartment. Post-November 30, DDA will withdraw all services such as electricity and maintenance from the apartment.
E-Tender Notice Issued by DDA
The e-tender notice states, “Proposals are invited from eligible applicants through e-tender (online bidding) for appointing a consultant for the demolition of Signature View Apartment, a multi-storied complex in Mukherjee Nagar, Delhi. This includes post-demolition debris clearance and recycling.” The notice demands a firm with at least 20 years of experience in demolishing structures using high-rise excavators, explosives, diamond-cutting techniques, etc.
Role of the Consultant Firm
The appointed consultant firm will prepare a proposal detailing the methods for demolishing ‘Signature View Apartment’ and the subsequent recycling of the debris for construction use. The consultant will also suggest measures to prevent air pollution caused by the demolition, ensure the safety of surrounding buildings, and assist DDA in obtaining necessary permissions from relevant departments. The last date for submitting proposals to become DDA’s consultant for this demolition process is November 15.
Residents’ Demands and DDA’s Response
In October, residents demanded that DDA change the 100 percent evacuation clause to a 75 percent mandate, allowing those who move to temporary housing to start receiving rent from the agency.
The demolition of Signature View Apartment marks a significant move by the DDA to address structural safety concerns. The process is being closely watched by urban planners and residents alike, as it sets a precedent for dealing with unsafe buildings in the city.
