The Delhi Government is set to introduce legislation for regulating coaching centres in the capital. This announcement was made by Education Minister Atishi on Wednesday. The new law will be similar to the existing regulations for private schools and hospitals, ensuring a structured and safe environment for students attending coaching centres.
Formation of a Committee 👥
A committee will be formed to draft this law, which will include officials as well as students from coaching centres. The public is also invited to provide their feedback and suggestions at Coaching.law.feedback@gmail.com. This initiative aims to ensure that the law is comprehensive and considers the viewpoints of all stakeholders.
Rationale Behind the Law 📜
Atishi expressed disappointment that the central government has not taken steps to regulate coaching centres nationwide, despite the urgent need. Consequently, the Delhi government has decided not to wait any longer and will proceed with its own legislation. The law will set guidelines on infrastructure requirements, teacher qualifications, and fee regulations for coaching centres. It will also address issues of misleading advertisements and ensure regular inspections of these institutions.
Immediate Actions Taken 🚨
To kickstart the process, the Higher Education Department has been instructed to draft the law. A meeting with students was held on Wednesday, and officials from the municipal corporation and fire department will also be part of the committee.
Initial Findings and Actions Taken 🕵️♂️
Preliminary investigation reports received on July 29 revealed two major issues: encroachment over drainage systems leading to waterlogging, and illegal operation of coaching centres and libraries in basements designated only for storage or parking. Based on these findings, the junior engineer responsible for failing to prevent the encroachment has been dismissed, and the assistant engineer responsible for the building violations has been suspended.
Enforcement Measures 🛑
In immediate enforcement actions, 30 coaching centres operating illegally in basements have been sealed in areas such as Rajendra Nagar, Mukherjee Nagar, Laxmi Nagar, and Preet Vihar. Additionally, 200 other coaching centres have been issued notices. These actions are part of ongoing efforts to ensure compliance and safety in educational spaces.
