In a move aimed at facilitating citizens and encouraging them to settle traffic violations, the Delhi government has announced a 50% discount on fines imposed for specific traffic offenses under the Motor Vehicles Act. The proposal has been sent for approval to LG VK Saxena by the Delhi government.
Key Features of the Proposal
- 50% Discount on Traffic Fines:
- People can avail a 50% discount on fines for violations under 37 specific sections of the Motor Vehicles Act, 1988.
- The discount will be applicable on both on-the-spot fines and existing pending fines.
- For existing pending fines, they must be settled within 90 days of the notification. For newly issued fines after the notification, payment must be made within 30 days.
- Aim of the Scheme:
- The goal is to encourage citizens to pay their traffic fines promptly, reducing long-drawn legal disputes and court cases.
- Transport Minister Kailash Gahlot has emphasized that this initiative is meant to make it easier for people to clear their fines without delays.
- Expansion of Fine Collection Powers:
- The proposal includes expanding the powers of personnel who can issue fines.
- Besides Delhi Traffic Police and transport department officials (Head Constable and above), Assistant Traffic Inspectors (ATI) of the Delhi Transport Corporation (DTC) will now also be able to issue fines under these specific sections.
- Empowerment of DTC Officials:
- DTC’s ATIs will have the authority to issue fines for vehicles parked in bus lanes during operational hours, ensuring smoother public transport functioning, especially for buses.
- This empowerment is expected to ease the growing workload on the transport department.
Offenses Eligible for Discount
The 50% discount will apply to offenses that do not involve serious violations, such as:
- Jumping red lights
- Not stopping at the stop line
- Not wearing a seat belt
- Overspeeding
- Overloading
- Driving in the wrong lane
- Triple riding on two-wheelers
- Not wearing a helmet
- Driving without a license
No Discount for Serious Offenses
The proposal clarifies that no discount will be given for serious offenses such as hit-and-run cases or other major criminal traffic violations.
This initiative is expected to ease the burden on citizens and encourage timely payment of fines, while also helping improve the functioning of Delhi’s transport systems and reducing legal backlogs.
