Greater Noida — Following the formal approval of the Mathura Master Plan 2031 (Phase-2), the Yamuna Expressway Industrial Development Authority (YEIDA) has fast-tracked the process of land acquisition to kickstart the development of the proposed Heritage City in Raya.
As per the current blueprint, 200 acres of land will be acquired, out of which 137 acres have already received farmer consent. The heritage-themed urban hub is expected to showcase cultural, spiritual, and historical elements rooted in Mathura’s legacy.
Land Rates Yet to Be Finalised, Board to Decide in Upcoming Meeting
Farmers on board but pricing pending; land purchase operations picking up pace
Although farmer approval has been secured for the majority of the planned land, official rates for the acquisition are still pending. These rates will be determined in an upcoming YEIDA board meeting, after which the acquisition process is expected to move at full speed.
YEIDA officials confirmed that the selection of a developer company will be completed by July 2025. Once the concession agreement is signed, the selected company will commence construction within 90 days.
Construction May Begin by August; Foundation Work Likely in Q3 FY 2025–26
Groundbreaking expected soon; heritage core zones to emerge first
Sources within the Authority suggest that the foundation work for core heritage zones could begin by August 2025. The zone will reflect architectural elements and values synonymous with Mathura’s spiritual and cultural importance.

To streamline land acquisition and groundwork, YEIDA has also inaugurated a regional office in Mathura, alongside the Geeta Research Institute, which will play a role in cultural documentation and site planning.
Shiv Atar Singh, posted as the Officer on Special Duty (OSD), has been placed in charge of coordinating local activities and ensuring smooth execution of the heritage township’s development process.
