The Bureau of Indian Standards (BIS) is preparing to implement uniform billing standards across all hospitals in the country. This initiative is expected to benefit not only patients but also health insurance companies and government agencies. The BIS has sought suggestions from industry bodies and relevant stakeholders on this matter.

📜 Key Details

  • Objective: To standardize the billing process in all hospitals nationwide.
  • Benefits: Streamlining the billing process will help patients, insurance companies, and government agencies.

📝 Stakeholder Engagement

Recently, a meeting was held to discuss this issue, attended by representatives from various stakeholders. Suggestions were sought from public representative institutions and think tanks on how to improve the billing process, rules, and standards in hospitals.

An official involved in the matter stated that recommendations are currently being collected before any decisions are made.

⚖️ Supreme Court Involvement

The Supreme Court of India recently reprimanded the government for failing to set limits on the fees charged by private hospitals and clinical establishments for various treatments and procedures. During the hearing, the central health ministry informed that it is not feasible to standardize fees for the same procedures across all hospitals.

The court had directed the ministry to hold meetings with the health departments of all states to address the significant price disparities between government and private medical centers.

💸 Transparency Issues During COVID-19

Billing transparency in private hospitals has been a long-standing issue. During the COVID-19 pandemic, this problem escalated with numerous complaints of exorbitant bills being raised on social media.

As a result, doctors faced public outrage, highlighting the need for uniform billing systems to assist both the public and hospital administration.

🚨 Concerns and Opposition

Some private hospitals argue that it is not feasible to set uniform pricing for medical services across all hospitals in India. Government hospitals receive subsidies, whereas private hospitals do not benefit from such subsidies.

Uniform rates for various treatments and procedures may not be viable. The central government had previously proposed a pricing framework for states, but states had deemed it impractical to set a fixed price limit.

🗣️ Expert Opinions

Experts believe that defining a billing format or template is a welcome step, provided it is developed in consultation with key stakeholders. This initiative will certainly bring uniformity and ease of understanding.

📊 Public Support

A survey indicates that 74% of the population supports the mandatory implementation of BIS standards for hospital bills by the government. Most people were dissatisfied with the lack of detail in billing formats and hospital bills.

The survey included nearly 23,000 citizens from 305 districts across the country. During the COVID-19 pandemic, many faced issues with unexplained charges and hefty bills at the end of their treatment.
