The Prevention of Defacement of Property Act has also been invoked in the 1,097-page chargesheet.
According to the chargesheet, Singh had gunned down his senior, ASI Tikaram Meena in B5 of the express train followed by a passenger, Kadar Bhanpurwala, in the same coach. He then went to coach B2 from where he took another passenger, Syed Saifuddin, to the pantry car at gunpoint and shot him. He then shot Asghar Abbas Shaikh in coach S6 and gave a communally charged speech while standing next to the blood-splattered body.

Earlier, among the charges applied against Singh was IPC’s Section 363 (abduction). Now, in the chargesheet, this charge has been replaced with the cognisable, and non-bailable Section 364 (abduction with the intention of murder) which attracts life imprisonment or rigorous imprisonment for 10 years and a fine. The IPC Section 364 charge pertains to Saifuddin’s abduction from coach B2 and his subsequent gunning down in the pantry car.
GRP have included videos shot by passengers, as well as CCTV footage, as evidence in the chargesheet. Though the actual shooting has not been caught on camera, Singh has been seen moving around with his service rifle and giving the communal speech.
