New Delhi: Manipur high court has ordered the partial lifting of the ban on internet services in the state after an in-chamber hearing on Saturday. The court directed the Manipur home department to allow internet access through leased lines and consider providing access through fibre to home optic connections on a case-to-case basis. The ban on internet services across all platforms has been in place since May 3. The court has asked for a detailed report and will hear the case again on July 25.

Mob torched vehicles in Imphal

The court’s directive comes after a mob set fire to two vehicles in Imphal West district. There was also an exchange of fire reported in Imphal East district. The mob burned the vehicles suspecting them to be used for transporting household goods to a particular ethnic community. The police intervened and dispersed the mob, and the drivers of the vehicles managed to escape. In another incident, there was an intermittent exchange of fire between two communities in Imphal West district. These incidents occurred after four people, including a Manipur police commando, were shot dead and several others were injured in separate places in Bishnupur district.

The ban on internet services in Manipur was imposed on May 3 following ethnic violence that broke out in the state. The violence began after a ‘Tribal Solidarity March’ was organized in the hill districts to protest against the Meitei community’s demand for Scheduled Tribe (ST) status. Since then, more than 100 people have lost their lives and over 3,000 have been injured. The court-appointed a 12-member expert committee to suggest ways to provide internet services while ensuring compliance with safeguards. The committee suggested that internet service could be provided through broadband connections, either through Internet Leased Line (ILL) or Fibre To The Home (FTTH), with certain restrictions such as blocking social media websites and VPNs, among others.
