China Accused of Disrupting India’s Sovereignty and Funding NewsClick
China has been accused of attempting to “disrupt the sovereignty of India” and funding the news website NewsClick, according to the Delhi Police. The police allege that Prabir Purkayastha, the founder and editor-in-chief of NewsClick, conspired with a group called the People’s Alliance for Democracy and Secularism (PADS) to sabotage the 2019 Lok Sabha polls. The police claim that foreign funds were fraudulently infused into NewsClick by a member of the Communist Party of China’s propaganda department, Neville Roy Singham.
Chinese Telecom Giants Involved in Illegal Infusion of Foreign Funds
The FIR filed by the Delhi Police states that Chinese telecom giants like Xiaomi and Vivo incorporated thousands of shell companies in India in violation of the Prevention of Money Laundering Act (PMLA) and the Foreign Exchange Management Act (FEMA). These companies allegedly used these shell companies to illegally infuse foreign funds into India in furtherance of the conspiracy to disrupt India’s sovereignty and cause disaffection against the country.
Funds Allegedly Distributed to Activists and Journalists
The police claim that the foreign funds were distributed to activist Gautam Navlakha and associates of activists Teesta Setalvad, Javed Anand, and journalists Urmilesh, Aratrika Halder, Paranjoy Guha Thakurta, and Abhisar Sharma. Navlakha, who is currently under house arrest in the Elgar Parishad-Maoist links case, has been associated with Prabir Purkayastha since 1991 and is also a shareholder of PPK NewsClick Studio Private Limited since 2018.
Accusations of Anti-national Nexus and False Propaganda
The FIR also accuses Prabir Purkayastha and Neville Roy Singham of being involved in an anti-national nexus with Ghulam Nabu Fai, an agent of Pakistan’s Inter-Services Intelligence (ISI). The police claim that emails exchanged between Prabir, Neville, and other employees of Neville’s Shanghai-based company, StarStream, expose their intent to deny the sovereignty of Kashmir and Arunachal Pradesh as part of India. The police also allege that a false narrative was propagated to discredit the Indian government’s efforts to contain the COVID-19 pandemic.

Investigation and Arrests
A total of 46 people, including journalists Urmilesh and Abhisar Sharma, were questioned by the Delhi Police Special Cell in connection with the NewsClick foreign funding case. On Tuesday, raids were conducted at 88 locations in Delhi and seven in other states on those named in the FIR. Prabir Purkayastha and Amit Chakravarty, the human resources department head at NewsClick, have been arrested under various sections of the Unlawful Activities (Prevention) Act and the Indian Penal Code.
